RELCON is used to tag data, used by memory reference

instructions for indirect addressing, with the Data Modifi-

cation Mark (376 Code). It may also be used to adjust

addresses so that the relocatable version begins loading

memory at page 0 if no address modification is specified.

This does not mean that the program will operate in this

area of memory but serves to simplify address specification

at load time.
