Double Precision and Floating Point Interchanger

This is a subroutine for conversion of double precision to
floating point format and vice-versa. A routine to move the
radix point in a double precision number to any location is
also included as a separate subroutine. The listing for these
routines is not included with the write-up, but can be gener-
ated from the source tapes. However, a small program is
included which was written to prove this version of the
ROTATE subroutine.
