Patch to High ODT (DEC-08-COC2-PB)

This short patch prevents the occasional punching of channel
8 at the beginning address of a binary tape produced by the·
"P" command in ODT. It allows a restart after "T" or "E"
commands simply by pressing "CONTINUE." Trailer halts
when S. R. bit 0 is cleared.
