Revised HELP Loader for High Speed Reader and New BIN Loader

Through the use of auto-indexing, interrupt, and a minimum
of other commands, the HELP loader has been shortened to
seven steps, making it quicker to initialize the system.
The BIN loader has been reduced from 1438 locations to 1008
locations, allowing room for the TC01 bootstrap and leaving
the data break locations open.
