4K FOCAL '69 Speed-Up Patches

These changes are to a number of the internal routines for
FOCAL '69, but they could be adapted to FOCAL8. In most
cases, no changes to the functions of the routines have been
made. These patches were developed after an extensive
program of timing the execution of FOCAL.
